What is the TOC five-year rule?
NIOS states that learners from eligible Boards who did not qualify overall may seek admission and request transfer of up to two passed subjects, provided those subjects were passed within the applicable five-year period and exist in the NIOS scheme of studies and examination.

Passed subjectThe selected subject must show a pass/qualifying result. Grade-based or unclear records require manual equivalence checking.

TOC eligibility questions
Can I transfer more than two subjects?
No. The official standard external-board TOC wording allows credit transfer for a maximum of two subjects.
Is 33% required?
The selected subject must be passed. Where marks are numeric, 33% is the standard minimum used for this preliminary check; grade-based and special qualifying systems must be verified rather than assumed.
Does the subject need to exist in NIOS?
Yes. NIOS states that credit is granted only for subjects included in its scheme of studies and examination. Practical subjects have additional theory/practical conditions.
What about grade-based Boards?
Choose manual verification. A grade should not be converted into a percentage without the issuing Board’s official equivalence.
What documents are verified?
NIOS verifies the overall unsuccessful/not-qualified result, eligible Board, original marksheet, selected subjects, marks or grades, timing and subject equivalence.
Can I use TOC after already passing Class 12?
Normal external-board TOC may not be the correct route for a learner who passed the whole course. Review Part Admission / Dual Enrolment instead.
